On 10 February 2008, CAF announced that clubs from the Central African Republic, Kenya, Liberia and Sierra Leone were excluded from the competition for failure to fulfill their financial obligations. (but Somalia, Djibouti, São Tomé and Príncipe, Malawi was already Excluded, Wallidan FC withdrew)
